The above diagram is intended to illustrate The Learning Coalition’s (TLC) primary points of engagement with stakeholders: Complex Area Superintendents (CAS) and complex area and school level communities.  The diagram also clearly reflects the positioning of the CAS as a critical nexus among the Hawaii Department of Education (HiDOE), schools and communities. The proximity of the CAS to school level communities allows strong bonds of trust to form between and among complex areas, schools and communities.  Since trust capital is such a critical component of successful partnership, TLC focuses on building partnerships where trust capital already exists. This also explains why TLC is committed to building the capacity of the CAS to partner with HiDOE in ensuring that the necessary infrastructure and resources are available to support partnerships at the complex area and school levels.
